I have a 2006 Xa, and the stock size (185/60/15) is surprisingly expensive to replace. I have never changed tire sizes on my cars in the past, but I think it is justified in this case. What sizes will fit the standard steel wheels and not rub the fender wells?
I'd think a 185/70 would fit and be cheaper if they make them in 15".

I have an old Renault Megane with 13inch steel wheels. 15 inch alloys with 50% profile tyres should be a straight swap, but is there any advantage apart from styling?
Alloy wheels are stronger then steel wheels, they also dissipate heat better and do not rust. Going to a lower profile tire like a "50 series" will give you more road contact. This in turn will improve your dry-weather handling and braking. Be careful not to go too wide on the tires. A general rule for going up two sizes in rim width like you are doing is known as the Plus 2 option which means: add 20mm to existing tire width, subtract -20mm from your current sidewall and add 2 inches to your rim size. Also check with your rim manufacturer to make sure that the rim will work on your vehicle including whether or not any hub centric rings will be needed to compensate for different rim offsets (the centering of the bolt holes usually front drive cars have a positive offset meaning the bolt holes are closer to the front of the rim, and rear drives or 4 wheel drives usually have a negative offset or bolt holes closer to the rear of the rim "the side closer to the wheel well").
im about to get lighter wheels for my car, alot lighter! driving on steel wheels now, and i drive a stick. whil wheels do anything for torque? or change the way my car feels while turning, or engauging the clutch from a dead stop?
No!! The clutch will feel the same. What you have changed is the un-sprung weight which should make handling better,but not noticeably as you should not be pushing that hard on the streets.
I prefer the steel wheels because the ride is smoother. The Montreal subway shakes up & down too much making it hard to read a book.
The shaking in the Montreal subway is, I think, mainly due to the age of the equipment. Most of the cars date from the 1960s when the system was first built! The rubber tire idea came from the similar lines of the Paris Metro. With steel wheels the curves cannot be too tight and the grades cannot be too steep. Rubber tires overcome both problems, and mean more flexibility in designing the line -- especially the line under the St. Lawrence River to Longueuil.
I had rust on my steel wheels so I took it off with wire brush along with the old paint. My original plan was to repaint but I like the way the metal looks without the paint. Is there some way I can prevent rusting without painting?
Paint with a clear coat. There are other things you can do to them as well but the cost involved would not be worth it. Not to mention it would most likely not hold up to the heat from braking. Make sure you put on a high temp clear cost as well other wise you'll just burn the paint off when the brakes heat up.

Cresco, IA- The leaders of a North Iowa county say they won't become the second to pass an ordinance banning steel wheels on roads.
The Howard County board of supervisors tabled the issue indefinitely.
They considered an ordinance similar to the one recently passed in Mitchell County outlawing farmers from driving machinery with steel wheels on roads.
It’s a tradition of the Old Order Mennonite community.
The board's chair says a report from the county's engineer helped with the decision.
"When we asked him at our meeting to come up with any dollar figure or instances where damage has been done to the roads that we maintain in Howard County from the Steel Wheel vehicles he said he couldn't come up with any,” said Howard County Supervisor Adolf Mick Gamez.

Howard County, Iowa is considering a road protection ordinance that would ban steel-wheel vehicles on hard surfaced roads. According to Rochester, Minnesota's AgriNews , at a hearing on Monday an Elizabethtown College sociologist testified that the ban would create problems for members of the Old Order Groffdale Mennonite Conference . When the Groffdale Conference accepted the use of tractors for farm work, it required they have steel wheels or steel cleats. The Conference was concerned that use of rubber tires would lead to use of the tractors for transportation, and eventually to the use of automobiles, which would break up the Mennonites' close-knit communities. The requirement to use steel cleats or wheels is part of the Conference's Ordnung, and anyone who violates the rule could face excommunication.
