you can buy a car and not insure it (at least in texas) but if you get pulled over, that's another ticket.
I am 17 now and am looking at buying a car. I have seen a Volkswagen Polo for £699. It is a 1L engine, no modifications and only has a top speed of 96mph, not exactly a boy racer car. It also has a standard manufacturer's alarm. Will this be a cheap car and how do I make it even cheaper?
Or should I get insured on my mum's car; 1.3L Ford Fiesta with central locking. Again no modifications?

Volkswagen has filled its stand at the Frankfurt auto show with economical small cars like the Polo hatchback, and alternative energy models like the electric-powered E-Up concept. However, the German auto giant appears unwilling to give up the fight at the upper end of the automotive market.
VW executives have confirmed that the company was seriously considering bringing its luxurious Phaeton sedan back to America. The announcement, reported by Automotive News , comes as something of a shock considering the Phaeton was a sales disaster when sold in the United States from 2004-06.
While not quite on par with the hapless Ford Edsel or homely AMC Pacer in the annals of automotive shame, the original Phaeton hardly inspired much glowing praise when it first arrived. Still, most critics appreciated the immaculately finished cabin, air-suspension and the power offered by the W-12 engine.

The German carmaker said E-Up would be likely to start production in 2013 and would not reach similar levels to other compacts until 2020.
At a reception on Monday, Volkswagen said the car would drive about 80 miles or 130 kilometres on an 18 kilowatt lithium ion battery.
Volkswagen chief executive Martin Winterkorn said: "One of the basic milestones on this timeline is the mass produced electric car."
He said a perceptible reduction of cars' environmental impact would only been seen when large numbers of electronic vehicles are used on all the continents. Once that happens, Mr Winkerkorn said one could truly speak of the beginning of the electric age in automobiles.
