Grades don't matter. It matters that you have a clean driving record. You should expect to pay somewhere between 3000 and 6000 a year. Depends on the kind of vehicle too, and the city that you garage (park) the vehicle. It's really expensive for teens. So, pick a vehicle that is older - and if you're staying at your parents, consider getting put on theirs, and pay them the difference. If you live there anyway, they are going to have to be put on yours anyway!

No, car rental companies won't rent to you. If you're visiting someone in Chicago that is older, they could rent the car for you, but you wouldn't be allowed to drive it legally.
