For full coverage in San Diego with his age, that sounds like a very good price. The only price I've ever seen that is competitive with Geico is State Farm. You can get a no obligation instant quote over the internet at their website.
No rental company from the US will allow you to take their car into Mexico. You would need to cross over into Tijuana and rent from one of the local or International companies(such as Hertz, Enterprise, etc) once your there. Renting a car in Mexico is very expensive.

Liability insurance from the United States is not valid in Mexico. You can obtain a short-term liability policy at the border...
Comprehensive insurance (for damages, for instance) is between you and the rental company. Make sure you let them know that you are going to Mexico. Rental companies in San Diego are fully aware of the process...
