I don't have a car now, and so, no auto insurance. I want to rent a car to Philadelphia airport this Saturday. When reserved through Hertz, does the rate includes the insurance too. If not, what kind of insurance do i need to take.

You have to change. Insurance rates are partly based on where the car is parked. If you move to an area with more accidents or a higher theft rate the insurance company may not pay if someting happens to the car or you get in an accident.
How much would it cost a 30 year old European to rent a car from Philadelphia city centre for one week including taxes and insurances costs, but excluding petrol of ocurse?

The previous poster had the range pretty much right, around $150-$300 NOT including insurance, which can be up to $40 per day more depending on class of car and what you take.
Check your car insurance, it MAY cover overseas rentals, most do not. Also, I have noticed that UK agents often have access to insurance inclusive deals we can't get here. The same may hold true for other European countries.
Another question to consider is do you need a car, or one for the whole week. Philly is VERY walkable in center city, and there are many easy to use public transportation options, especially in the summer months. You would only need a car if you plan to travel to points outside the central area. (If you have a specific itinerary, you can mail me and I can advise if you need a car for any locations)
I mailed my payment today and it's due 12:01am, Sunday, 9/16, Philadelphia. Do you think it'll get there on time? What if the office is closed on Saturday?
Your payment will probably not arrive at the company tomorrow unless you are mailing from a suburb of Philadelphia and most insurance companies do not post payments on Saturday. However, when it comes to payments like this the majority of insurance companies will look at the postmark date which in your case should be today since you stated that you mailed it today. So you should be okay. Just to be on the safe side call the customer service department or your insurance agent tomorrow and have them notate your account that you already mailed it in & ask them what their specific policy is with regards to payments, do they accept postmark dates.
If you can avoid it, try not to do this again can since you are just making stress for yourself and tying yourself up in knots.
