Is there any way to get a low car insurance monthly payment? I'm 19yrs and want to get a 09' Challenger. My friend told me I could maybe put the car under my moms name or something but I don't know what to do. I don't want to pay a crap load for car insurance.

Yea I've been looking for something similar. I'm looking at an estate Skoda Octavia, either 1.4 which I think will be under powered when fully loaded or the 1.9Tdi with a bit more grunt. It should be low in tax (C band)

I don't think I have any Earth-shaking revelations here, but this is what works for me:
1) Shop around - I found a huge difference in quotes for the same coverage.
2) Elect higher deductibles - if your financial position supports this, go for it.
3) Consider dropping collision coverage on older cars, perhaps even collision AND comprehensive on older cars that are also a second car.
4) Put all your vehicles, or combine home policy and car policy, with one insurer. This may result in further discounts.
5) Check to see if a driver training course will lower your rate. It may pay for the course in a short period of time.
6) Drive carefully! You'll reduce your chance of an accident that may affect your rates.

I am looking to buy a new, or possibly up to about 3 year old, car for my daughter, soon to be 17, to learn to drive in. The car will be in her name and so I'm looking for something safe, but also as inexpensive to insure as possible.
Has anyone gone through this process recently and so can provide me with any experiences or advice generally?
I would save time and pay for professional tuition then buy a nice car when she passes. Intense courses can be very effective. If you buy a car don't get a fiat cinqaciento as they are very poor in crash ratings. A vauxhall corsa 1.0 12 valve will be very economical to run and quite good in crash tests.
I'm looking to get myself a car for one year as soon as i pass my test so i can get a no claims bonus. what car would be best to buy (used) what year (reliable or not too difficult to keep maintained by me alone.)

Pretty much anything would do you really. For low tax and insurance, try and stay under a 1.4l engine, if you can get a 1l, that would be even better. Any English model such as ford or vauxhall will be cheap to repair as you can get spares for these easily from your local scrap yard.
One thing I found, as a young driver- having a 4 door car as opposed to a 2 door car put my insurance down as it was considered more of a family car. Also, shop around for insurance, these online comparison sites are very good but I found going through my yellow pages and calling local unknown brokers got me cheaper quotes too.
